Chad Gallagher, Principal

Legacy Consulting is led by our founder and company owner,   Chad Gallagher.  Chad has a wealth of experience in public relations, political consulting and business development. He’s worked on tens of thousands of projects with municipal and state governments. He has an extensive and rich background in international projects including political consulting and public relations abroad. 

He is a graduate of Ouachita Baptist University, a former mayor and a trusted advisor to former Arkansas Governor Mike Huckabee, for whom he served as a senior advisor during his term as Governor and his presidential bid. Through the years Chad has become a trusted advisor to governors, CEOs and foreign dignitaries.

 In 1998, he became the youngest mayor in the nation. When at the Governor’s Office in Arkansas, he served as a policy advisor to the Governor for city, county and local affairs, oversaw the Governor’s legislative war room, appointments to boards and commissions and intergovernmental affairs including the office’s relationship with the White House and the Congressional delegation. During this time Gallagher also handled the Governor’s political affairs and worked with the state party, national party, the presidential race and countless efforts on behalf of numerous candidates.

His experience in the political world has made him well versed and nimble in public relations, strategic development, messaging and crisis control.

In 2007, Chad launched Legacy Consulting. Through this venue he’s worked with leaders in the private and public sector both at every level. Although his experience is rich in government and politics Chad advises on crisis management, public relations and messaging for some of the nation’s most well-known politicians, television stars, artists, business leaders and others. He focuses on building successful strategies for their success and in building powerful individual brands.  Strategic planning and execution, messaging, business opportunity evaluation, audience engagement and business management are all crucial for high profile individuals and the brands they create.

Strong relationships across the country with political and business  leaders in the US give him many open doors when needed to serve his clients. 

Chad’s entrepreneurial interest are not only as a consultant. He and his wife Jessica own an expansive holding company focusing on the renewal and redevelopment of historic properties, including their signature property, The Historic Lafayette Building in downtown Little Rock. They also own a restaurant and a grass-fed beef farm raising Red Devon cattle, oversee a community development non-profit, have started an art center, and serve in leadership in their church. Chad and Jessica married in 1996 and have four children: Hannah, Grace, Ethan and Jude.

Brenda Beltrani

Brenda Beltrani joined our team in 2012. She is a successful small business woman, having owned her own business for 32 years and served the State of Arkansas as a revenue agent for eight years. Community development runs through Brenda’s veins and she has a deep love for rural Arkansas. She has a history of commitment and service to her city,  her community and her state . In addition to serving two terms as a quorum court member, she served ten years on the Arkansas Rural Development Commission, being first appointed by Governor Jim Guy Tucker and reappointed by Governor Mike Huckabee. In her service with the ARDC, she worked with many small towns and communities in their efforts to improve the quality of life in rural Arkansas. She was especially committed to helping secure and improve volunteer fire departments and libraries throughout the state. Brenda and her husband, Mike, were married 52 years prior to his death in 2013. She has one granddaughter, Brittany.

Alisha Williams

Alisha Williams is the general legal counsel and a consultant with Legacy Consulting. She is a graduate of the University of Arkansas.  She earned her Juris Doctor from the University of Arkansas School of Law in Fayetteville in 2006. Mrs. Williams has over four years of experience practicing law and working with non-profit organizations.  She currently serves as the project director for Legacy Initiatives, a non-profit organization serving Southwest Arkansas.  Prior to working with Legacy Consulting, Mrs. Williams worked as an attorney representing low income Arkansans as a legal aid attorney. Alisha has a passion for helping improve the lives of Arkansans whether on a one on one basis through legal advocacy, tobacco prevention or on a larger scale working with Arkansas cities and municipalities in community development efforts.  Alisha is a recognized in her community as a skilled attorney with a deep commitment to making life better for others. This commitment to serve and make societal changes is a tremendous asset for Legacy’s clients. Her knowledge of the law is a tremendous benefit to our clients in the daily operations of their businesses and in their procurement and negotiation efforts. Alisha provides a great deal of support and guidance in grant writing and management to our clients. Alisha and her husband Ricky have two daughters, Aubrey and Ryann.  They are active in their church.

Jason Lofton, Consultant

Jason Lofton

Jason Lofton is a physician in De Queen, Arkansas, and a consultant with Legacy Consulting. He is a 1999 graduate from the University of Arkansas and completed his doctor of medicine from the University of Arkansas Medical Sciences in 2004. Jason completed his internship and residency training at the AHEC Northwest Family Medicine program in Fayetteville, Arkansas, in 2007 and opened his practice the same year in De Queen. In 2010 he opened The Wellness Center in downtown De Queen which consists of the Lofton Family Clinic and AMP Fitness. It is his desire to incorporate fitness and health care to guide people to true wholeness in their lives. Jason serves as a board member of the Arkansas Academy of Family Physicians and is board certified in Family Medicine by the ABFM. Dr. Lofton brings expertise in health, wellness, medical business and hospitals to our clients. His knowledge of the day to day operations of the medical community can be of benefit to our clients who have growing needs in an area becoming more and more difficult to manage. Jason brings insight, creative ideas and a wealth of strategy to every project. Jason has a passion for Arkansas and seeing that the people of Arkansas live healthy lives. He has worked on multiple initiatives from smoking cessation programs, community health events, removing disparities in healthcare and promoting active lifestyles. He is also currently working with a local non-profit, Legacy Initiatives, in building walking and biking trails in the Tri-Lakes region of Southwest Arkansas. He is recognized in the community as a trusted physician and community leader.  Jason is committed to seeing society changed through local transformation efforts. Jason and his wife Cindy have four children, Oaklee, Olivia, Silas and Hannah Grace. Together they are committed to living a life that can be an example for others to follow. They enjoy outdoor activities, the arts and spending time with their family.
