Chad Gallagher, Principal

Our team is led by  our founder and company owner, Chad Gallagher. Chad has a wealth of experience in municipal and state government , as well as small business . His skills are utilized to bring our clients the finest services available.

He is a graduate of Ouachita Baptist University, a former mayor and a trusted advisor to former Arkansas Governor Mike Huckabee , for whom he served as a senior advisor during his term as Governor and his presidential bid.   Chad graduated from OBU with a bachelor’s degree in political science and history. After working in campaigns for then US Senate and Lieutenant Governor candidate, Mike Huckabee, Chad and his wife Jessica located in De Queen and opened their own business. In 1998 he became the youngest mayor in the nation. As the mayor of De Queen Chad led a strong and progressive effort to improve the community, enhance downtown, recruit jobs and secured millions of dollars in public and private grant funds. In 2003 Chad formally joined the Huckabee administration in the Governor’s Office. There he served as a policy advisor to the Governor for city, county and local affairs, oversaw the Governor’s legislative war room, appointments to boards and commissions and intergovernmental affairs including the office’s relationship with the White House and the Congressional delegation. During this time Gallagher also handled the Governor’s political affairs and worked with the state party, national party, the presidential race and countless efforts on behalf of numerous candidates.  During his final year in state government he also served as the Executive Director for the Tobacco Control Board, a statewide agency.

Following the Huckabee administration Chad served as a senior advisor to Huckabee’s presidential bid and launched Legacy Consulting. Through this venue he’s worked with leaders in the private and public sector both at every level. Although his experience is rich in government and politics his passion is community, economic and small business development.  Chad’s experience as a small business owner, municipal government leader and political advisor provide our clients with valuable experience anchored by time-tested values. He and his wife of  fifteen  years, Jessica, have four children: Hannah, Grace, Ethan and Jude.

Alisha Williams, Consultant, Legal Counsel

Alisha Williams is the general legal counsel and a consultant with Legacy Consulting. She is a graduate of the University of Arkansas.  She earned her juris doctor from the University of Arkansas, School of Law in Fayetteville in 2006. Mrs. Williams has over four years of experience practicing law and working with non-profit organizations.  She currently serves as the project director for Legacy Initiatives, a non-profit organization serving Southwest Arkansas.  Prior to working with Legacy Consulting, Mrs. Williams worked as an attorney representing low income Arkansans as a legal aid attorney.

Alisha has a passion for helping improve the lives of Arkansans whether on a one on one basis through legal advocacy, tobacco prevention or on a larger scale working with Arkansas cities and municipalities in community development efforts.  Alisha is a recognized in her community as a skilled attorney with a deep commitment to making life better for others. This commitment to serve and make societal changes is a tremendous asset for Legacy’s clients. Her knowledge of the law is a tremendous benefit to our clients in the daily operations of their businesses and in their procurement and negotiation efforts. Alisha provides a great deal of support and guidance in grant writing and management to our clients.

Alisha and her husband Ricky have two daughters, Aubrey and Ryann. They are active in their church.

Sylvester Smith, Consultant

Sylvester Smith

As a consultant at Legacy Consulting, Sylvester handles major client projects with skill and precision. Sylvester is keen at troubleshooting and helping clients of every size find solutions for their businesses and organizations that lead to long term success. Hired in 2011, he serves local business clients, government relation clients and large national organizations such as, the National Federation of Independent Business-which is the largest small business advocacy group in the nation.

He is a graduate of Philander Smith College, a Certified Public Manager (CPM), and earned his MBA at Harding University.

Sylvester has built a strong reputation in Arkansas earning the confidence and respect of state leaders on both sides of the political spectrum. He received his first gubernatorial appointment at the age of 19 from then Governor Jim Guy Tucker and has served or worked with Republican Governor Mike Huckabee and Democrat Mike Beebe, who appointed him to the Arkansas Real Estate Commission on which he presently serves.

He became the youngest member of Governor Huckabee’s senior staff when he was appointed as a policy advisor at the age of 24. Sylvester worked in various capacities in the Huckabee Administration including; serving on the Arkansas Transitional Employment board, which managed the state’s welfare to work program; and as the Governor’s alternate on the Delta Regional Authority Board of Directors, which oversees the multimillion dollar federal delta development initiative.

Sylvester is also a member of the North Little Rock Sewer Commission, which manages the city’s $70,000,000 sewer system, and has a $14,000,000 annual budget.
